For many carriers this is both an opportunity and a threat as the introduction of NP lowers the barrier to churn and enables subscribers to move their service while keeping the same number. In a multi-switch environment, the cost to comply with a NP requirement can include the license fees for each of the switches, plus the integration cost of making each of the different implementations work together.
